Modding Wii? Homebrew? USB Loader? Is it safe?

I want to hack my Wii so I can download free ISOs and play free Nintendo games, but I'm worried about getting caught or it being illegal. I'm not really worried about hacking the Wii. I know that Nintendo doesn't recommend to do so, but I want to play free games. I have no idea how to install a USB Loader! I know pirated games are illegal, but I read online that only the uploaders cost Nintendo and game makers money. Not the installers. So am I going to get caught using a USB loader on the Wii? If not, how do I install a USB Loader?
